Giving constructive criticism is a skill.  It's an aspect of assertiveness training.  It's one of the most vital skills a manager can develop.  One of the most common reasons why so many managers find it difficult is that they realise most people are very sensitive to constructive criticism and they're afraid of antagonising people or damaging their relationships.  But giving constructive criticism, if you do it right, doesn't antagonise people.  It gives them a positive incentive to do better.
